City of Roseville Rejoins Mountain Counties Water Resources Association to Strengthen Regional Water Advocacy
MOUNTAIN COUNTIES, Calif. August 20, 2025 – The City of Roseville has rejoined the Mountain Counties Water Resources Association (MCWRA) as an Affiliate Member, reaffirming its commitment to regional collaboration and long-term water reliability.
“The Mountain Counties Region provides so much of California’s water, and Roseville knows how critical it is to our long-term reliability,” said Sean Bigley, Roseville’s Environmental Utilities Director. “By rejoining MCWRA, we’re doubling down on collaboration with our regional partners. Together, we can better advocate for statewide and federal policies protecting this resource and ensuring it’s here for generations to come.”
Roseville is the largest city in Placer County and a recognized leader in innovative water resource management. Through its Environmental Utilities Department, the City provides water, wastewater, and recycled water services to more than 150,000 residents and businesses. Roseville has long been at the forefront of advancing sustainable practices, investing in water supply reliability, and collaborating regionally to strengthen resilience against drought and climate impacts.

By rejoining MCWRA, Roseville strengthens its collaboration with a coalition of local governments, public agencies, and private sector partners dedicated to advancing policies and initiatives safeguarding California’s mountain water resources.
MCWRA currently serves more than 50 Executive, Affiliate, and Associate Members across 12 mountain counties, including Alpine, Amador, Calaveras, El Dorado, Mariposa, Mono, Nevada, Placer, Plumas, Sierra, Tuolumne, and Yuba.
Mountain Counties Water Resources Association Mission is to promote the statewide importance of Sierra Nevada water resources through advocacy and collaboration. Our vision is to be the premiere advocate to influence water policy and protection of the Sierra Nevada watershed. This Mission is realized through strengthening Members’ regional leadership, collaboration, information sharing, issue awareness, education, advocacy, and potential legislative action or legal support.
